Stakeholder Engagement Stakeholder Engagement Update Released for Q1, 2012 The IESO Quarterly Stakeholder Engagement Update for January to March 2012 is now available: http://www.ieso.ca/imoweb/pubs/consult/se/stakeholder-report.pdf This report includes: - the Stakeholder Advisory Committee's priorities for the Ontario electricity market; - a request for feedback from market participants on potential changes to the timelines for submission of 10-year reliability data under the new stakeholder engagement, SE-99; - developments under the Renewable Integration (SE-91) and Export Transmission Service Tariff Study (SE-94) consultations; and - completion of the Enhanced Forecast Surplus Baseload Generation Report (SE-98). In addition, two stakeholder engagements will begin in the coming months: one to develop a Market Information focus group and another to establish Ontario's exception process for the new North American Electric Reliability Corporation definition of the Bulk Electricity System (BES). The report also provides information on participating in stakeholder engagements and on IESO Standing Committees. Comments on the report are welcome at stakeholder.engagement@ieso.ca. Metering and Settlements Annual Review of Price Basis for Determining Prudential Support Obligations The IESO's annual review of the price basis used to determine market participants' prudential support obligations has found that the prices require updating. Effective May 1, 2012 the price basis will increase: - for metered market participants that are distributors, from $65/MWh to $75/MWh, - for other types of metered market participants, from $69.38/MWh to $80.69/MWh. The IESO will be reviewing individual market participant prudential support obligations and following up as required. For prudential calculation purposes, the IESO is required to determine a market participant's prudential support obligation using prices published in the Ontario Energy Board's electricity price forecast: (http://www.ontarioenergyboard.ca/OEB/_Documents/EB-2004-0205/RPP_Price_Report_May2012_20120419.pdf). If these prices have increased or decreased by 15% or more year-over-year, the price basis used by the IESO is modified. For details, see www.ieso.ca/imoweb/pubs/settlements/IESO_GDE_0228.pdf. Market Rules and Market Design Technical Panel Recommends Two Rule Amendments to the IESO Board The Technical Panel has recommended that the IESO Board of Directors approve two Market Rule amendments when it meets on June 14, 2012: - MR-00390: Remove Provisions for Main/Check Meter Installations and Check Meters (http://ieso.ca/imoweb/pubs/mr2012/MR-00390-R00-AP.pdf) This proposal amends the Market Rules to remove all provisions for main/check meter installations and check meters. This will alleviate the need to procure this unused metering configuration in the upcoming replacement of the Revenue Metering System (RMS) and thereby reduce associated project costs to the market. Main/check metering installations were introduced in the Market Rules to give market participants with an existing check meter an alternative to the main/alternate metering configuration. However, participants have not utilized this configuration. The recommended effective date of this amendment is July 6, 2012. - MR-00392: Remove Provisions for Physical Allocation Data (http://ieso.ca/imoweb/pubs/mr2012/MR-00392-R00-AP.pdf) This proposal amends the market rules to remove all references and provisions relating to physical allocation data (PAD), alleviating the need to incorporate this functionality in the upcoming replacement of the RMS thereby reducing associated project costs to the market. PAD has been used only once by market participants since market opening. The recommended effective date of this amendment is July 6, 2012. Market and System Operations New Dates Posted on 2012 Ontario Reliability Compliance Program Schedule Changes have been made to the 2012 Ontario Reliability Compliance Program (ORCP) Schedule. June 6, 2012 is the new deadline to certify compliance with North American Electricity Reliability Corporation (NERC) standard COM-002-2 Communication and Coordination. In addition, June 6, 2012 is no longer the deadline to certify compliance with NERC Standard PRC-017-0 Special Protection System Maintenance and Testing. The new date is still to be determined. The schedule can be found at: http://www.ieso.ca/imoweb/ircp/ircp_templatesSchedule-2012.asp. The ORCP forms linked on the schedule are provided for information purposes. To certify compliance, market participants should use the Reliability Compliance Tool accessed via the IESO Portal. The ORCP is used by the IESO to monitor, assess and enforce compliance with reliability standards in Ontario. For more information, see: http://www.ieso.ca/orcp. Dynamic Model Reduction Rapidly Computes System Limits Among the challenges in securely operating a large, interconnected, bulk electricity system is modeling appropriate real-time system limitations for the transmission of electricity. To do this, the IESO employs the model created by NERC which includes more than 63,000 nodes (Ontario accounts for about 5 per cent of the total). The model is very accurate for planning and operational studies, but the computer time required to run it is far too long to be useful in real-time operations. Two IESO engineers will share a solution they have developed to greatly reduce the calculation time required to accurately model system limits for Ontario's power system. At the 25th annual IEEE Canada conference, Dr. Mahmoud Matar will present "Dynamic Model Reduction Using Integrated PSS/E and MATLAB," the paper he wrote with colleague Dr. Nilkamal Fernandopulle about the work they have done with the IESO's System Performance and Models team. Being able to compute system limits rapidly, while staying true to the full NERC model, is an important milestone in the IESO's Online Limit Derivation Program. One of the key aims of this program is to introduce calculation of system operating limits as close as practical to the time of their consumption, using computer models and tools. Benefits of this multi-year program, some of which are already being realized, include: - cost savings to the market through reduction of constraints on generation dispatch and outage planning, - the ability to manage substantial planned system infrastructure changes, - increased ability to respond to unplanned system events, and - increased security of operation. The 25th Annual Canadian Conference on Electrical and Computer Engineering will take place in Montreal from April 29 to May 2 (http://ieee.ca/ccece12/home.html). IEEE members can access the paper through that organization's web portal. Planned IT Outages On Wednesday, May 2 the IESO Sandbox systems used for participant testing including the Sandbox Portal, Sandbox Reports Site and Sandbox Market Participant Interface will be unavailable from 7:00 to 17:00 EST. There will also be a brief outage of the Online Outage Request Form in the morning. The IESO's Planned IT System Outages web page provides an easy way to view all planned outages: http://www.ieso.ca/it.outages. The page is updated frequently and planned outages are posted as soon as they are finalized.
